Pope Valley Union Elementary School District Response to Napa County Civil Grand Jury Report 

April 24, 2025 

Yesterday, the Napa County Civil Grand Jury released a report on Pope Valley Union Elementary School District (PVUESD). While the report found that previous administrations struggled with providing a safe learning environment and supporting student achievement, it also acknowledges the significant progress being made under current leadership. Here are the key findings and actions taken:

  • Improving Teaching Standards: The Grand Jury noted that until recently, teachers operated without a structured curriculum or clear goals to guide their work, and there were no measures in place to evaluate teacher performance. Under the current administration, we have implemented a rigorous curriculum, set measurable goals, and established clear performance evaluations to ensure accountability and continuous improvement.  
  • Instruction Consistency: Teacher reassignment has reduced reliance on substitutes, ensuring more stable instruction. 
  • No Evidence of Discrimination: The Grand Jury confirmed that there was no evidence of discrimination at Pope Valley. 
  • Increased Financial Reserves: Over the past two years, the district has successfully increased its financial reserves, demonstrating sound fiscal management.  
  • Communication: We’ve improved communication through a certified interpreter and the Language Line, making it easier for all families to stay informed. 
  • Board and Governance: The Grand Jury noted past oversight issues, but recognized that the Board is now focused on improving transparency and committed to better decision-making. 
  • Efforts to Improve Safety and Communication: The Grand Jury acknowledged that the district has improved student safety and is working to enhance communication. 
  • Transportation and Reliability: The report found issues with school transportation, but acknowledged improvements such as the purchase of a new minibus to ensure reliable service for students. 
  • Community Unity: The Grand Jury highlighted divisions within the community. The district is committed to fostering open communication and community collaboration to unite parents, staff, and the Board in moving forward.
